Occasionally I vote no because there was not enough info or I had questions. Could an option be added to add the ability to comment or ask a question before voting?

We are going to launch comment feature on our Validator Dashboard, so that our users can make comments on validators' reviews on each proposal. Currently, all reviews are displayed on Keplr Wallet Dashboard, for example: https://wallet.keplr.app/chains/cosmos-hub/proposals/187, to help our users understand the overall context of the proposal better.

Clara ex machina: that is wonderful, and your team is awesome, surely you must understand that keplr is by far the best wallet out there, and I honor your team for that. Your development is top notch and making great progress. Just one additional thought, launch a keplr token; in addition to governance, it can be used as gas for the users and validators to post their messages. ;-)
